“Macedonia has not yet used the 160 million euros of the IPA funds. One of the preconditions for use of EU funds is fine preparation of the state administration and establishment of apposite national agencies for supervision of funds’ spending.
Unfortunately, I must observe that Macedonia is overdue with the accreditation of these bodies, so the funds still await and have not yet been used”, stated Antoan Barisic, expert on local development from Brussels, at the Monday’s workshop. The government refuted the assertions of the Croatian expert that the country was losing the EU funds due to inefficient administration, claiming that IPA unused funds were at a disposal by 2010. Albeit the programme has been available on field for two years, businesspersons are poorly informed of the EU funds’ accessibility. Companies do not use either EU funds on competiveness, innovativeness or research, all together encompassing two billion euros. Solely one project, worth 90,000 euros, has been financed by the IPA funds.
